FAQ - Frequently Asked Questions

What is a PAC?
A PAC is a group not endorsed by a candidate or political party but organized to engage in political election activities, especially the raising and spending of money for "campaigning."

How are PACs organized?
PACs are most often organized around a particular trade, labor union, or business.  However, they are also organized to promulgate particular social, economic, or political beliefs or agendas.

What is a single issue PAC?
A single issue PAC, such as Water PAC, is organized to support only one issue.  In our case, it is clean water and sanitation for the world.

What is a nonconnected committee?
Some PACs, such as Water PAC, are not sponsored by an organization.  They are run by an independent committee.

What can PACs do?
PACs may receive up to $5,000 from any one individual, PAC, or party committee during any given calendar year.

PACs may donate up to $5,000 to a candidate's campaign committee for each individual election bid, and PACs can give $5,000 a year to any other PAC. They can also donate up to $15,000 annually to any national party committee. PACs that affiliate with other like-minded PACs are treated as one donor for the purpose of contribution limits.

In addition, PACs may support (or oppose) candidates by making independent expenditures.  Independent expenditures are not contributions, and are not subject to contribution limits.

An independent expenditure is an expenditure for a communication, such as a web site, newspaper, TV, or direct mail advertisement that expressly advocates the election or defeat of a clearly defined candidate.

Why should I donate to a PAC?
While money can and should be donated to organizations working on the specific issues of interest to you, giving to a PAC adds leverage to your donation.  Every dollar given to influence the outcome of an election of a candidate favorable to your cause is multiplied by the future expenditure of funds by the government on the issue at hand.

Why Should I donate through a PAC?
For a person considering a direct donation to a candidate for a specific cause, it is much more effective to donate the funds through a PAC.  In that way, each small donation is not lost in the shuffle, but rather arrives to the candidate’s campaign with a specific message, the issues of the PAC.
